Department for Education - new statutory guidance and departmenal advice

On 31 July 2014, The Department for Education published statutory guidance and departmental advice to help local authorities and providers implement recent changes to:

  •  the Children’s Homes Regulation 2001 (as amended) and
  •  the Care Planning, Placement and Case Review Regulations 2010.

 

Children’s Homes Regulation 2001 (as amended)

Advice for children’s homes providers on new duties under amendments to regulations that came into effect in January and April 2014.

 This is non-statutory advice from the Department for Education. It is issued to assist managers in children’s homes and prospective providers of new children’s homes to carry out duties under amended regulations for children’s homes.  This provides advice 1) on location assessment; 2) on independent monitoring visits under regulation 33 and; 3) to support children’s homes providers to implement the amended regulations regarding qualifications for those managing and working in children’s homes.

 

Care Planning, Placement and Case Review Regulations 2010

Out of authority placement of looked-after children - Supplement to The Children Act 1989 Volume 2: care planning, placement and case review guidance

This guidance is designed to help local authorities implement amendments to the Care Planning, Placement and Case Review (England) Regulations 2010 regarding out of authority placement of looked after children that came into force on 27 January 2014.  These changes to regulations place new requirements for local authorities making distant placements to consult with children’s services in the area of placement and for the Director of Children’s Services (DCS) of the responsible authority to approve these placements.
